| | San Jose State Housing Project
|
| | The University is planning to develop 5000 living spaces for students and some faculty (up from 2000 spaces currently). According to a University study, they have a need for about 8000 living spaces.

| | Bolden Associates (Architect for the project)
|
| | The project is being designed to have housing for students, staff and faulty that fits into neighborhoods. The master plan is close to being finalized. Tower elements are sitting away from 10th street and San Salvador, toward the center of the project. Building elevations step down toward the street. Street faces will have 5 to 8 story building and are broken up with opennings. There will not be large walls along the street faces. The project will have open courtyards that are open to neighbors.

| | The project will be build in three phases, starting along 10th street in phase I

| | Housing for freshmen will be near the center of the project.

| | Phases I and II will provide 700-800 spaces apiece (2 levels of parking beneath the buildings. Phase III will provide around 300 spaces. The total projected parking will be 1750 places for 5000 residents.

| | Parking entrances will be at 10th St phase I and 8th St for phase II and III.

| | UNC Comments and Concerns
|
| | UNC remains concerned about the limited parking for the project.
|
| | UNC also expressed concerns about the proposed retail facilites within the project and potential competition with neighbor businesses.

| | RFQ process (John Weis - Redevelopment Agency)
|
| | The RDA is starting an Request for Qualifications (RFQ) process to identify sites and developers to build more housing around downtown San Jose. With greenbelt limits to growth on the city's fringes, RDA is looking to provide housing growth through redevelopment. RDA is hoping to use the RFQ process to redevelop the sites without using subsidies.

| | RDA has identified about 40 sites around downtown that could be redeveloped. Only one of these sites, the Lucky-Albertson property is in the UNC boundaries.

| | RDA isn't interested in doing project that the neighborhoods don't want. Neighborhoods should decide what sort of housing goes into our neighborhood sites. RDA proposes that sites on the fringes of neighborhoods would be townhouse scale, with higher densities closer to the downtown core (around St James Park)

| | Can RDA do an RFQ process to redevelop Post-WWII into townhouse style housing?

| | Difficult process, need to work with the owners.

| | they have tried to rehab, but haven't had much luck with it.

| | All of UNC will be a redevelopment area.

| | The Downtown Neighborhood Leadership Forum (DNLF) is participating in the SharkByte Art fundraiser. UNC as a member of the DNLF has the option of participating by buying one or more shares (approximately $206 per share) set aside for DNLF members. All participating members will receive a share of the funds raised by the sale of the shark.

| | The Board voted to purchase 2 shares with discretionary funds.

| | SNI Revitalization Plan (Mike Brilliot, Pat Colombe)

| | Identify potential development or redevelopment sites (vacant lots and under utilized areas). There are currently 6 sites in the UNC that could be developed or redeveloped.

| | UNC should visit these sites and think about what sorts of developments would work on these site. Also think about other sites that could be redeveloped.

| | RDA looking at it as a possible site for City Year or Emergency Housing Consortium (EHC) housing.
|
| | Could Paula's Bar be added to this site to make it more attractive?
|
| | Could we support higher densities here?

| | These vacant lots have low water pressure, making it difficult to develop them.

| | Could they be used for a community garden?

| | RDA can develop real estate/financial analyses to help evaluate potential uses

| | Ideas for reducing crime and gang activity in the neighborhoods

| | Get rid of pay phones or switch phones to outgoing calls only. Several neighbors were concerned about getting rid of pay phones because they provide a service for neighbors. Setting the phones to only handle outgoing calls could be a compromise.

| | Improve lighting throughout the neighborhoods

| | Encourage buisness to plant plants on walls

| | Get more info on Safe Haven for Children for neighborhood buisnesses

| | Paint street address numbers on curbs. This item needs board members to get involved, or it isn't going to get done.
