Meeting Minutes - December 11, 2001

Welcome and Introductions
Minutes and Agenda
 Minutes approved for August, October, and November meetings.
 Agenda approved.
New Business
 Mangaging Agendas (Lisa Jensen)
 There will be changes in how the meetings are run to insure that we stick to the agenda and finish the meetings in a timely manner. The clock will be brought back. Ken Podgorsek will act as timekeeper, if Ken is not at the meeting, Tom Clifton will take his place. Index cards will be passed out at the meeting to give people an opportunity to put an item on the agenda.
Old Business
 Subcommittee Report - UNC policy changes (Nancy Hickey)
 Tom Clifton, Lance Hile, and Nancy Hickey conferred via email on a proposed policy requiring UNC board members take positions presented before the UNC board back to the neighborhood groups that they represent for a vote (by the neighborhood group) before the board member could vote on the UNC position. After review the UNC bylaws and Robert's Rule of order, the subcommittee decided that the proposed policy was unnecessary and would hinder the UNC board ability to act. It is the subcommittee's recommendation is that no policy change be made
 Steve Cohen commented that he did not see anything in the by-laws that made the propose policy unnecessary.
 Lisa Jensen stated that the issue should be tabled until the next executive board meeting.
 Update on 11th and Santa Clara Blight Problem (Bob Harrison)
 Thanks for Anh Nguyen for spearheading the effort to get the problem resolved. Bob has met with Police, Campus Police, and Property Manager. Police Services has been outstanding. Some of the problems were the result of communication problems between police day/night shifts, these problems are being addressed. Some of the vegetation that was providing cover and contributing to the blight has been removed. Council Member Cindy Chavez stopped Bob's house the morning after the last UNC meeting, to discuss the problems.
 Code Enforcement/Police Report (Kerry Simpson)
 Code enforcement is looking at payphones and developing new pay phone ordinance. The ordinance would allow removal of payphones when needed to combat blight and unlawful activities.
 Other options to removal that were are being considered is limiting payphones to outgoing calls only and limiting the number of payphones at any one location.
 Candy Russell doesn't want any action on the phones. She thinks that removing payphones to combat blight and unlawful activities is just mean.
 911/311 problems
 There remain some problems with getting 911/311 calls to the police from vietnamese speaking residents. Calls to 911 in vietnamese are directly handled and get through to the police imediately. Calls to 311 in vietnamese in off hours can not be directly handled currently, the police will need to get call back the person making the call the next day.
 Anh Nguyen is setting up a meeting between the tenants and the police to discuss this.
 SNI Revitalization Plan - Mike Brillot
 Updating the Action Plan remains work in progress. Mike is editing the plan, removing some items and adding in the new items.
 Top Ten Priority problems
 In the last meeting we produced our priority list that included 11 items. The city is now saying that we can only have 10 priority items. The UNC executive boards first response to this was to suggest grouping the last two items (tree planting and dumpster days) together as item 10. We have been told, however, that they cannot be grouped because the funding for them comes from different sources.
 The UNC board discussed changing Item 10 to remove reference to replacing street trees. We believe that other sources of funding exist for planting and replacing street trees and that the dumpster days should be an ongoing and regular occurence in the University neighborhoods. Ken Podgorsek pointed out that until the most recent event, Naglee Park has never had a dumpster day.
 A motion to make item 10 on the Priority List refer only to having ongoing Dumpster Day was seconded and approved by voice vote.
 Top Ten Item Coordinators
 Two items on the Priority list (items 10 and 6) do not have a UNC board member coordinator. Laura Lam volunteered to be the coordinator for item 10. Ken Podgorsek volunteered to be coordinator for item 6.
