Minutes
| | David Dudek made a motion to accept the minutes from the September UNC meeting, Ken Podgorsek seconded the motion, the motion was approved by voice vote.

New Business
| | Review Park Master Plan - Steve Roemer (Parks)

| | The new Park at 6th and Williams Sts received approval from the Parks Commission in August 2002 and the Master Plan was approved the the City Council last week.

| | Funding for the park is in place, construction documents are being developed now. This phase will take about 6 months. Actual construction will take another 6 months. The park should be completed by December 2003.

| | Neighborhood input - Jeff Hare suggested adding fake fossils beneath the sand in the play area. Ken Podgorsek asked about a watering bowl for dogs (it is a planned part of the water feature).

| | Conditional Use Permit (CUP) for Kappa Delta - Jeff Hare
|
| | Jeff Hare reported that Kappa Delta would like to occupy a facility at 11th and San Antonio Sts. As part of the project, a CUP that details guidelines for behavior was developed. Kappa Delta has reviewed the guidelines and finds them acceptable. The important features of the CUP are that they stay with the property and that violations of the CUP can be addressed by Code Enforcement.

| | Ken Podgorsek reported that the CCA has taken a position that they do not oppose the development at 11th and San Antonio on the condition that the proposed guidelines are incorporated into the CUP.

| | Ken Podgorsek made a motion "The UNC does not oppose the permit on the condition that the proposed guidelines are incorporated into the CUP". Elizabeth Lynch seconded the motion. The motion was approved on voice vote.

| | Discussion on a proposed letter to RDA - UNC Executive Board

| | The UNC Exectutive Board developed a letter that states that the UNC is against the use of Eminent Domain on residential properties as a redevelopment tool. After a lengthy discusion on the powers of Eminent Domain, the time tables for the SNI PAC, NACs, and Eminent Domain, and the need for some neighborhoods to use Eminent Domain to achieve their revitalization goals, Ken Podgorsek made a motion to continue the discussion at the next UNC meeting. Angela Harper seconded the motion, and the motion was approved on voice vote.

Reports
| | Elizabeth Lynch reported on the Neighborhood Housing Services Community Leadership Institute Conference that she attended in Sacramento from September 13-15, 2002

| | As a result of the conference, members from the various SNI NACs are developing plans for greater interaction and neighborhood appreciation days.

| | Beth Shafran-Mukai reported that the SNI PAC is discussing the SNI implementation plans. They are also developing a subcommitee to look at Eminent Domain.

Annoucements
| | Kappa Sigma will be doing pumkin carving on Tuesday October, 29 2002. Neighbors are invited. They will also be collecting canned goods for Second Harvest on Thursday, October 31, 2002.

| | Ken Podgorsek provided an update on the tree planting on November 9, 2002. 30 to 40 street trees will be planted on the east side of 11th St. Volunteers are needed, meet Saturday morning at the House of Bagles (11th and San Carlos Sts.)

| | Candy Russell reminded everyone to Vote on November 5, 2002
