Minutes
| | David Dudek made a motion to accept the minutes from the October UNC meeting, Ken Podgorsek seconded the motion, the motion was approved by voice vote.

Old Business
| | Naming the Park at 6th and William St.
|
| | Ken Podgorsek made a motion to approve the name "Viola Lantz Park" for the new park at 6th and William St. Elizabeth Lynch seconded the motion. The motion was approved by voice vote.

| | Fraternity update - Anthony Catafi (Intra Fraternity Council)
|
| | Anthony reported that the IFC passed a Property Maintanence Clause for Fraternities. As a result, parties are getting cleaned up faster. Lisa Jensen pointed out that there were still significant problems following Homecoming.

| | 6th and Reed Pedestrian Corridor update - David Dudek (SUN)
|
| | David reported that a compromise was worked out on the designs for the traffic calming at 6th and Reed. Each corner will have bulb outs with some greenery on them. Medians will be added later. The design is not exactly what David wanted, but not exactly what DOT wanted either, but it is a good compromise.

| | San Jose StateCampus Village Project update - Richard Macias (SJSU), Beth Pugliese (SJSU), Randy Paul (Construction Lead)

| | Phase 1 of the construction will start in December and will provide 2277 beds and 700 parking spaces, Occupancy is scheduled for 2005. Phase 1 will take 32 months to complete and will close one lane of 10th Street and the parking lane on San Salvador during that time. Truck will be coming up 11th Street to San Carlos or San Fernando, then crossing and coming down 10th Street. There will be heavy truck traffic until September 2003. A construction info hotline (408 924 7362) will become active December 2, 2002.

| | The University is looking into methods to minimize parking problems. Possible solutions include restricting freshmen parking or car sharing programs.

| | Discussion on Eminent Domain

| | Ken Podgorsek moved that we table discussion for some future meeting, Nancy Hickey seconded the motion. Beth Shafran-Mukai asked about the status of the letter. Ken said that we do not have a clear time table, but we should revisit the discussion in six months or so. The motion was approved by voice vote, one against, and on abstenstion.

| | Ken Pogorsek moved that we elect the slate presented by the Nominating committee, Sharon Willey seconded the motion. The motion was approved by voice vote with one abstention. Open board positions remain for East Campus, faith, and shools positions. Walker Kellog volunteered to fill the East Campus position. Henry Moraga volunteered to fill a faith position.

| | Ken Podgoresk moved that Sharon Willey be elected as UNC Treasurer, Elizabeth Lynch seconded the motion, the motion was approved by voice vote.

| | Lisa Jensen moved that Tom Clifton be elected as UNC Secretary, Sharon Willey seconded the motion, the motion was approved by voice vote.

| | Lisa Jensen moved that Ken Podgorsek be elected as UNC Vice President, Angela Harper seconded the motion, the motion was approved by voice vote.

| | Ken Podgorsek moved that Lisa Jensen be elected as UNC President, Angela Harper seconded the motion, the motion was approved by voice vote.

New Business
| | Motion to change the Meeting Time to 6:00 PM.

| | Ken Podgorsek moved that starting in December, the UNC change its meeting start time to 6:00 PM, Angela Harper seconded the motion, the motion was approved by voice vote, with one vote against.

Reports
| | Beth Shafran-Mukai reported that the City is reviewing noticing process. The PAC is promoting very open noticing and is developing a subcommittee to work on this. The Eminent Domain subcommitee made initial recommendation and will be developing educational pieces on ED. No final recommendations have been made. Beth will send out agenda and updates when she gets them. Tom Clifton stated that he would post them on the website when he received them.

Annoucements
| | SJPD is looking into prostitution reports, parking violations, and speeding in the University Neighborhoods. When making reports to the police, Officer Lopez asked that neighbors provide as much information as possible. Neighbors can call the Narcotics Prostitution Hotline (971-DRUG). Officer Lopez also provided information on a stabbing at 3rd and Reed Sts and the Bicycle Rodeo at Lowell Elementary School.

| | Ken Podgorsek is trying to compile board contact info. So if you were elected to the board, please get him your contact info.

| | Civic Plaza Project Area Committee will be meeting in Feburary and have asked UNC and 13th St NAC to meet jointly with them.
|
| | Walker Kellog announced that the TV show Curb Appeal at 1:30 PM Wednesday will be working on improving the curb appeal of a Fraternity House.
|
| | Nancy Hickey announced that the Save SJ Medical Center Coalition will be at a Health Care Forum on December 4, 2002. SSJMCC would like to see a lot of people at the meeting to show support for a downtown hospital.
|
| | Anh Nguyen announced that they need board members to help with Neighborhood Clean Up on November 23.
