Minutes
 Ken Podgorsek moved that the May Minutes be appoved as written. Angela Harper seconded the motion. The motion was approved by voice vote.
Announcements
 Ken Podgorsek reported that Elizabeth Lynch has graduated from SJSU and is resigning from the UNC Board. The UNC thanks for her service and wishes her the best. As a result of Elizabeth's resignation, the UNC has an open at large position on the Board.
Neighborhood Academy presentation
 Rosamaria Hernandez presented on the Neighborhood Academy. The Academy provides training to people on how to be board members of neighborhood associations and how to use city services. The Academy also does field trips to city departments like police and fire services to teach neighbors how they work. The Academy also provides copying services for new neighorhood associations.
 The Academy is located at 105 N Bascom Ave, Suite 105, San Jose, CA. Classes are offered in both English and Spanish.
Downtown - East Valley Transit Update
 Julie Render reported on the status of the Downtown - East Valley Transit project. The current plan is to look at either an enhanced bus service or light rail along Santa Clara Street and develop an Environmental Impact report (EIR) on these two options. VTA is working to figure out where stations are going to be located and where parking and loading zones are going to be displaced. VTA is currently looking at having three stations in the UNC (civic center, med center, and 10th/11th). Neighbors were very concerned about the VTA taking property for replacement parking, moving loading zones on to side streets (and into neighborhoods), and the need for a stop at 10th/11th Streets. Ken Podgorsek pointed out that CCA has written to VTA on locating stations and thinks that a station in front of Walgreens is workable if VTA goes with a single car light rail. The VTA is planning a public meeting to get more input.
Land Use regulation on Beverage Service Businesses
 Jenie Hamilton reported that the City is proposing an ordinance to cover the Beverage Service Businesses. The primary activity of these businesses is the service of non-alcoholic beverages for onsite consumption. The ordinance is designed to provide tools for Code Enforcement to combat the challenges of these types of establishments (such as noise, inadequate services, etc.). The proposed ordinance would require a special use permit in commercial zoning district for beverage service businesses and establish minimum criteria for approval. Special Use Permits cost around $1000.
Financial Report
 Sharon Willey presented the June 2003 finance report.
SNI PAC report
 Beth Shafran-Mukai reported that the City had hired a trails coordinator to help plan the Coyote Creek trail. The City is starting figure out the routes and looking at how keep the trails clean and safe.
SJSMC Update
 Nancy Hickey reported that the SJSMC had presentations on two health care bills currently moving through the legislature. SB 2 - an employee heath care package and SB 921 - a broad change in health care plan. SB 921 would cover all residents in California. It would be paid for by payroll taxes, cigarette and alcohol taxes and requires a two-thirds vote by legislature. The coalition voted to support the bill, Nancy abstained.
Oral communications
 Candy Russel complained about National Night Out.
 David Dudek reported that the alley way between 6&7th is going out to bid in August or September. Traffic Calming at 6th and Reed was being considered as a phased implementation. The city is now proposing to hold off installing the traffic calming measures until they can be completed at once. David is trying to get both bulb-outs and medians installed at the same time.
