Meeting Minutes - January 13, 2004

Minutes
 Minutes for the December meeting were continued to February.
O'Donnell's Gardens Park, Update & Review
 Sue Aiken of City of San Jose reported the subcommittee had made progress. At this date no firm decisions on materials, but subcommittee agreed to replace some materials to reduce costs. The subcommittee also agreed to solicit donations. Steve Roemer of City of San Jose is preparing a timeline. Norman Finnance is doing the material sourcing for specific items.
San Jose State Construction issues and updates
 Trisha Wells presented SJSU Construction Project status. There are currently 20-30 subcontractors working on the project. Randy Paul, of Jones, Hall, LaSalle and SJSU construction manager, Richard Macias, discussed the schedule. As of this meeting, the construction is at the 13th month mark of a 30-month construction schedule. Contractors are about a month ahead of schedule. They are hoping to be half-way done in two months, if schedule holds. Demolition, site work will be done after buildings are up. The parking garage will open soon, which should reduce impact of construction worker parking on neighborhood.
 The current activity of concrete truck traffic is approximately 8 more weeks but after that we are going to see deliveries of exterior materials, EMT, drywall, appliances. There will still be extended period of heavy truck traffic through spring of 2005. Construction manager is working with the city to keep trucks on approved route.
 Questions and suggestions for Construction Manager from UNC board members.
 How is enforcement of trucks going down approved route being managed between University Police and San Jose City Police? Who is enforcing the 9th street corridor?
 Ken Podgorsek suggested posting a permanent sign on the gateway leaving construction site stating “No Truck Traffic on 9th Street” in prominent location
 Ken Podgorsek also suggested that contractor should have a water mixed as they sweep. Notices and keeping neighborhood informed. Particularly noise guidelines.
 David Dudek questioned the coordination between City of San Jose and SJSU regarding pedestrian scale historic lighting and landscaping. SJSU construction manager encourages neighborhood input on lighting and landscape planning.
SJ Neighborhood Development Center Presentation
 Cathy Morrey of the San Jose Neighborhood Development Center presented the resources they have available for groups. She wanted to reinforce that the courses available are here to serve UNC and other neighborhood groups completely and to encourage use of these resources.
Neighborhood Improvement Program Grant Contract and Fiscal Sponsor
 Ken Podgorsek presented the proposed changes to the Neighborhood Improvement Grant Contract and Fiscal Sponsor improvement grants with the City. The process is similar to the Washington Area coalition and has been simplified. The City council has instructed the city employees to complete the contract by March 1, 2004 and then UNC can begin accepting grants. There are no big challenges but funds need to be dispersed. The forms will be ready available online and Tom Johnson will process them as the come in. Applications every month through December until all funds dispersed. February is the target for workshop for those who need help.
 Ken Podgorsek made a motion that the Community Foundation Silicon Valley (CFSV) remain the fiscal agent for the Neighborhood Improvement Grant money, David Dudek seconded the motion. The motion was approved unanimously.
Family Giving Tree
 Family Giving tree in December was very successful. It was a great event with lots of happy kids and families.
Signatures on UNC account
 Motions-Ken Podgorsek moved that the following officers be signors on the UNC Bank Account: the Treasurer, President and Secretary and that all check over $2500 requires 2 signatures, Nancy Hickey seconded. The motion was approved.
SNI PAC Update
 The budget situation is facing more difficult times and the PAC is organizing a workshop. Location and schedule of this workshop can be found at http://www.strongneighborhoods.org/.
 Also the City of San Jose staff is doing an analysis on what directions can be taken in light of budget situation and how to implement and encumber some funds for projects.
SJ Medical Center Update
 Strategy meeting is going to be in February. Nancy Hickey is trying to get a copy of the original sale agreement to see retrofitting of the hospital as known by Columbia at time of sale. The coalition has decided not to contact Garcia family as they have an attorney so this has become moot.
 Columbia knew this coming in ? Retrofit included in original bill of sale.
Oral Communication
 Tom Johnson announced the Coyote Creek trail meeting on Wednesday, January 21, 2004 from 6:30 pm to 8:00 pm at the Watson Park Community Center.
 Tom Clifton (UNC Coyote Creek trail lead) requested that someone else from the board attend since he had other commitments that night. Trisha Wells stated that she would attend.
Motion to Adjourn was made by David Dudek, second by Judy Connor. The motion was approved.
