Coyote Creek Trail Feasibility Study
 Coyote Creek Trail is moving forward. In this presentation, the route and features where given in a by (NAME). This is a complicated project because there are several agencies involved with right away. This trail is designed to connect to a much larger system that will run form Alviso (SF Bay) to Morgan Hill. The downtown sections will run through Kelley Park, Selma, Olinder, Roosevelt and finally to Watson Park. This is according to a master plan and it will connect an existing system of nineteen trails.
 Several individuals asked about security and maintenance. County will work with SJPd, regional park staff, and the city of San Jose has hired a trail manager. Also the trail will be close after hours.

Proposed Substance Abuse Treatment Facility.
 Presented by Project 90 for proposed facility at 561 S. 9th Street
 The executive staff of Project 90 introduced themselves and explained their program. They have not operated in Santa Clara County before and have facility in San Mateo County. They are requesting approval from UNC to run a program from an existing 9-bedroom residence and detached garage on the site. The facility would house a maximum of 18 people, which is within the confines of the housing guidelines by City of San Jose ordinance. There was an initial proposal for 22 residents but reduced to 18. The residents are all men that need to be sober for 72 hours before arrival; treatment is based on AA concepts. Men are assessed and referred by the County of Santa Clara..
 UNC members asked questions regarding the following concerns:
 Parking, sanitation, security concerns, visitors, ratio of individuals per on staff counselor, individuals per bedroom, and criminal convictions coming from a court system. How does this differ from other halfway programs?
 According to Project 90 presenters:
 This is a licensed structure environment. Two residents and in some cases three will be in each bedroom. Visitors will arrive by car primarily. Criminal convictions come from the Santa Clara County Court system. They do not accept those convicted of murder, mayhem, or sexual offences. This particular home has been a unlicensed facility for 2.5 years. Their program provides more structure and rules for residents to follow. Projects 90 has many facilities in San Mateo County and feel that they have more stringent guidelines for residents in recovery.
 Programmatically the residents are structured in time program. Wake-up is 6:30 a.m. with 10 p.m. sleep time. Staffing 24 hour. Program manager is on site for each shift. Predominance of those convicted of non-violent charge, domestic violence. Individuals are terminated for sexual activity, stealing drugs and alcohol use.
 Project 90 stressed improvement of neighborhood being a focus. Adopt a highway, Build school programs and some programs mentioned.

 Lisa Jensen - mentioned concern about off site parking.
 Beth Sharafan-Mukai - commented that domestic abuse is a violent crime.
 David Dudak - Opportunities are lost when the largest of the homes are used for these types of homes.
 Young Man who lives in neighborhood said their neighborhood has done enough and that it is already a heavily impacted neighborhood.
 Ken Podgorsek - Motioned to oppose a Conditional Use Permit because it is inconsistent with goals of the UNC, which is to preserve the neighborhood. Lisa Jensen seconded the motion. The UNC Board voted unanimously to oppose approval of Conditional Use Permit for this project.
O'Donnell’s Gardens Park Update
 Lisa Jensen - Changes in park include no gates, NY city park bench, and bike racks. Working with PRNS and Norm Finnance, neighbor, find money for fence. Gazebo process is moving relatively easily. Cost is initial ornamentation. UNC is providing some monies towards the purchase of the gazebo.
 Park will break ground - July 2004
 Ken Podgorsek motioned that the UNC send a letter to PRNS requesting that the remaining Neighborhood Revitalizations Stratagy funds be allocated for purchase of the gazebo. If this money is not needed to purchase the gazebo, the UNC Board expects to be consulted on the use of this money. Beth Shafran-Mukai seconded the motion. The motion was approved unanimously.
Neighborhood Improvement Grant Program
 Officers of the UNC and Beth Shafran-Mukai have volunteered to be on the grant review committee. They will look at the grants for appropriateness before submitting them to the UNC for approval.
SNI Pac Update
 The budget is looking worse and there will be many changes regarding the agency’s fortunes. There is an interim director and monies for future community projects are being reviewed. One option being reviewed is the PAC requested possibly placing SNI as a tax increment which would have to come before the PAC. Not a monetary burden to homeowner.
San Jose Medical Center Update
 Nancy Hickey - Save San Jose Strategy meeting 4 hour meeting. Revealed in the meeting is that HCA Columbia is requesting rezoning an agricultural area near Regional Hospital for parking. This will be seen before the City before study for San Jose Medical Center has been complete. The Mayor's recent stay at medical center brought attention about the need for medical facility in downtown. Technical Advisory Board approved working to strategize.
