Meeting Minutes - May 11, 2004

SNI Business Plan. - Cynthia Bojorquez
| | Cynthia reported that the SNI Budget will be reduced 21% to $860,000. As a result SNI is looking for ways to save money and make SNI more efficient. To do this, the City is looking to combine the 19 existing NACs into 6 neighborhood areas. The University would be combined with 13th St NAC, Five Wounds/Brookwood Terrace NAC and Market/Almaden NAC.

| | Each of the 6 neighborhood areas (super neighborhoods), would have a three person city team working on neighborhood projects, consisting of a Community Coordinator, Development Specialist, and Development Officer. The Community Coordinator would focus on leadership, team building, and support. The Development Specialist would work on development projects and act as project managers for revitalization projects. The Development Officer would supervise the team to make sure that top 10 priorities are getting done. The teams would be composed of both RDA and PRNS staff.

| | The goal of these teams would be to develop an organization that will be able to work better with the reductions.

| | Walker Kellog indicated that the UNC has strong ties to the Sparten/Keys NAC and that these should be preserved.

| | Ken Podgorsek observed that reducing people means that we will receive reduced service. Why this wasn't presented to the PAC until now, when it should have been brought to the PAC in November. Beth Shafran-Mukai echoed these concerns.

| | Cynthia stated that the proposal is not a done deal and they are going out to the 19 NACs now for input. She also reported that the proposal was brought to the PAC leadership in February, but they could not discuss the staffing issues until after May 1 because of union agreements.

| | Ken Podgorsek thinks that the potential for overloading the three individuals is great, given the four NACs within our area and our four revitalization plans. He also wondered how flexible the process is (if the process works for one NAC, but not others can it be changed).

| | The process will be reviewed before next years budget. Also Cynthia and Kip will be direct managers over the neighborhood team members.

| | Motion to continue February minutes was made by Ken Podgorsek and seconded by Angela Harper. The motion was approved unanimously.

| | Motion to approve the March minutes was made David Dudek and seconded by Walker Kellogg. The motion was approved unanimously.

| | Motion to approve the April Minutes was made by Walker Kellogg and seconded by David Dudek. The motion was approved unanimously.

Neighoborhood Improvement Grant Presentations
| | Las Familias is requesting money to set up ESL Classes and provide Leadership development. They requested $14,000 and the Grant Review Committee (GRC) recommended approval for $12,000 (Reducing the money for leadership development from $2500 to $500).

| | Motion to approve the GRCs recommendation made by Ken Podgorsek and seconded by Beth Shafran-Mukai. The motion was approved unanimously 9-0.

Texturized Crosswalks at 6th & Reed.
| | David Dudek reported that the traffic calming project at 6th and Reed Sts is designed to proived improvements to make it safer without stop signs or stop lights. Bob Stevens and several other neighbors how live on the corner are concerned about the noise generation by raised, textured cross walks.

| | The board discussed whether the proposed improvements could be modified at this late date and still get installed this summer. There is concern that if the improvements are not made summer, there will not be any money for the project next year. Cynthia Bojorquez suggested that she could find out the status of the project, see if the bid has gone out, and see if it is possible to modify it.

| | David Dudek made a motion to explore the feasibility of alternatives to a raised, textured crosswalk while maintaining the current timeline for the project. The motion was seconded by Ken Podgorsek. The motion approved, unanimously.

O'donnel's Gardens update
| | Lisa Jensen was not present, so the update was continued to the June meeting

Treasurer's Report
| | Ken Podgorsek presented the treasures report and provided an update on the status of the Neighborhood Improvement Grant contract with the city. The contract should be approved by the city shortly.

| | David Dudel reported that we have a CAP grant for irrigation related to the 6th and Reed St traffic calming project. We will need to spend this money on the project.

SNI PAC update
| | Beth Shafran-Mukai reported that the PAC concerned that the One Voice proposal did not have enough neighorhood input. SNI Business plan was also contentious.

| | Beth presented a motion to write a letter to RDA to remind them that the neighborhoods drive the SNI. Ken Podgorsek offered a friendly ammendment requesting Beth draft the letter and have the officers work with her on the wording. Beth aggreed to the ammendment. Ken Podgorsek seconded the motion. The motion was approved unanimously

San Jose Medical Center update
| | Nancy Hickey reported that the labor unions (who are members of the coalition) are supporting the Regional expansion, so the coalition is going have to figure out how to deal with this. Also Manny Diaz's bill has passed through committee.

New Business
| | Ken Podgosek made a motion to change the meeting start time to 6:30, starting with the June meeting. Walker Kellogg seconded the motion and the motion was approved unanimously.

Annoucements
| | Public hearings on SNI Business Plan will be held on May 18 and June 14.
|
