Minutes
| | The June meeting minutes were not available, Ken Podgorsek made a motion to continue them until September. David Dudek seconded the motion. The motion was approved unanimously.

Neighborhood Character Study
| | Mike Brilliott presented the Neighborhood Character Study that was developed by ARG (consultants) and provides recommendations for perserving the character of the University Neighborhoods. The study recommends reducing landuse designation of contextural properties in the General plan to lower density. The document does not define boundaries for these landuse reductions.

| | Ken Podgorsek suggested that we look at the historic zoning (from 1929). We need stronger controls to discourage developers from removing historical structures.

| | Mike stated that this document is a start to provide stronger controls. The study does not recomending downgrading non-contextural structures (50's boxes, etc), to encourage redevelopment of these parcels. He suggested that we accept the study and add it as an attachement to the SNI Report.

Neighborhood Improvment Grant Presentations
| | R1-11, Paul Fogarty, 549 S 9th for landscaping. GRC recommended $6618 for landscaping. Motion to approve GRC recommendation by Ken Podgorsek, second by David Dudek, Motion approved by 7-0 vote.

| | R2-02, St Paul's UMC Creative Arts Program for Youth. GRC recommended funding $500 for youths from the UNC boundaries upto $7500. Jerry Fox presenting. 37 students currently. Invitation for us to attend the performance on July 23 Friday 5:30 at the Church, 405 S 10th. Motion to approve GRC recommendation by Ken Podgorsek, second by Nancy Hickey. Motion approved by 7-0 vote.

| | R2-03, Walter Wheatfall. GRC recommends $2000 for fence and $3750 for painting if needed. Motion to continue grant by Ken Podgorsek, second by Nancy Hickey. Motion approved by 7-0 vote.

| | Motion to direct the president to send a letter to the city requesting a extension until July 2005 by Ken Podgorsek. Second by David Dudek. Motion approved by 7-0 vote.

Neighborhood Paint-a-thon
| | Jaime Anglulo reported that Neighborhood Housing Services Silicon Valley will be offering the Paint-a-thon for the University area in October. NHS Silicon Valley would like to team with UNC to paint houses in the University neighborhoods. Looking go on October 23, 2004.

| | Motion to support the NHS Paint-a-thon by David Dudek, second by Angela Harper. Motion approved 6-0. Angela and David will work as UNC contacts on this.

Save the San Jose Medical Center
| | Nancy Hickey reported that SSJMCC sent a letter by Kirsten Powell on the Draft EIR covering the expansion of Regional Medical Center. The UNC also submitted a letter.

| | Ken Pogorsek made a motion that the board approve the UNC letter on the Draft EIR submitted by the president and approved by the officers, Judy Connor seconded the motion. The motion was approved.

Announcements:
| | Ken Podgorsek reported that KB Homes has found a way to preserve at least 8 of the 9 historic homes. They are following the UNC's wishes in moving forward.
