Meeting Minutes - November 9, 2004

The meeting was called to order at 7:13 p.m

Minutes
 Approval of the minutes for the June, July, September, October meetings was continued to December
South Bay Water Recycling Project - Bob Wilson, David Montenegro
 Non-potable water pipeline to be laid along San Fernando. Project has started for species preservation. Currently used for the equivalent of 7,000 homes (actual 450 users). Sample uses include toilets and winery irrigation. Installed using cut & cover technique. Project starts 15 November 2004 and is estimated to be completed early 2005.
10th & 11th Streets Couplet Conversion - Laura Lam
 Conversion of 3rd/4th Streets North of Santa Clara, per DAC recommendations, is moving forward. Possibility of $300k surplus which would be applied to conversion of 10th/11th North of Santa Clara. 13th
 Street NAC has $300k dedicated to conversion, in combination with surplus and UNC funds may allow for conversion from Hedding to Keyes. This would mean a temporary fix North of Santa Clara reducing from three lanes to two lanes but remaining one way.
Board Appointments - Tom Clifton
 Board members whose terms are complete: Angela, Nancy, Tom, Walker, Sandra, Judy. With the exception of Judy, these board members requested reappointment. Motion from Ken with second from Lisa to reappoint these board members. Motion passed unianimously.
Officer Elections - Tom Clifton
 Nominations:
 President - Tom Clifton
 Vice President - Lisa Jensen
 Treasurer - Ken Podgorsek
 Secretary - Sandra Soellner
 Motion from Angela with second from Beth to accept nominees. Motion passed unianimously.
 Note: the Secretary position will be rotated for the taking of minutes during the meeting. Sandra will manage submission, letters oversight with support from other board members.
UNC Treasurers Report - Ken Podgorsek
 $134.11 spent in previous month from the Corporate account.
Neighborhood Improvement Grants - Ken Podgorsek
 Ken Podgorsek requested authorization to send a letter to grantees informing them of extension to June 30, 2005. Motion from Ken with second from Angela. Motion passed unanimously.
O’Donnell’s Gardens Update - Lisa Jensen
 Difficulty in getting information from Parks, Recreation, and Neighborhood Services regarding status of gazebo bids and order. Fencing along back line of park was altered in the plans from 6’ to 4’ - residents whose properties backed up to the park requested review and encouraged use of 6’ concrete wall. Meeting to be held with UNC and neighborhood representatives to discuss possible options.
 Planned grand opening targeted for early 2005.
 Motion from Sandra with second from Lisa to amend October motion from the UNC which allocated up to $50,000 of UNC funds for use at O’Donnell’s Gardens - amendment directs UNC funds to be used only for purchase or shipment of Gazebo, no funds to be used for installation. Motion passed unanimously.
SNI PAC Update - Beth Shafran-Mukai
 Continued ongoing challenges face the PAC and the neighborhoods. Decreased funding this year with coming years unpredictable. PAC working to retain membership and continue beneficial efforts.
Additional Business - Ken Podgorsek
 Motion from Ken with second from Lisa to direct Tom to send letter to Lee Butler (Planning) regarding a request from the Mexican restaurant located on the North/East side of 10th street, next to Super Taqueria. The restaurant has requested permit to stay open until 3:00am. The UNC letter to indicate opposition to this request.
Oral Communications
 Judy Connor is resigning from the board.
 The IFC & Pan Hellenic councils presented the University Neighborhoods Coalition with an award of $750 to be directed to O’Donnell’s Gardens.
 Neighborhood Paint-A-Thon will be held Saturday 13 November, weather permitting.
 Laura Lam announced her new position within the Redevelopment Agency, her new phone number is 408.794.1125, her email address remains laura.lam@sanjoseca.gov
Motion to Adjourn was made by Ken Podgorsek at 8:15, second by multiple board members. The motion was approved.
